An interesting issue was brought up in this thread on the Ubuntu Forums.

Seems that the proprietary AMD video driver (fglrx) isn't working with the newly released Wily.  That's quite a shame, given the relationship Canonical has with AMD.  You can have a look at the bug report and make of it what you will.  You can also find it in the Wily release notes.

 

Even more: Phoronix also has this article on the subject.

I did a fresh install of Wily on a test machine and found that this was all quite true.  Alas.  I didn't take the time to see if downloading the driver from AMD would work.  That may be worth a try -- email me if you try that and it works.  I'll update this artcle with the news.

For now, it seems, you may have to hurry up and wait.

 

Update On October 24, 2015:

In the bug report linked above (please read through that, and -- again -- please indicate that the bug affects you to keep the heat on), Sergey Kislyakov(defman21) gives a couple of options for getting things to work:  A patch or .deb packages.  Please see this, and then this.

I haven't had time myself to test either method (my test machine is now on to Xenial), but there are some responses indicating that the patch works.

If you have already installed the driver and are stuck on a black screen, a blinking cursor, or an otherwise malfunctioning GUI, here is what I have suggested on the Ubuntu Forums for getting your GUI back so you can try defman21's suggestions.

Update on October 29, 2015:

I finally got the time to test the fglrx package from wily-proposed.  I wanted to do that before I mentioned that the bug report indicates that it works.  The fix has not been released to the wily repo yet, so if you are not familiar with installing from -proposed, you might want to wait a while.

For those of you who do know how, remember to install fglrx-updates, fglrx-amdcccle-updates and fglrx-updates-core ALL from wily-proposed.

Hopefully this will all get moved to wily shortly.
